Hypnosis on upgraded Assocation sometimes doesn't allow you to take parner zoo


I have Assocation level 1, opponent hase Assocation level 2 (on 3). I have 2 Partner Zoos already.

I play combra and use the Hypnosis ability. I activate his Assocation with strenght 8 (3 + 5 X tokens). (Move #248).


I first used used one worker to activate Partner Zoo space. I was able to get the 3rd Partner Zoo. (Move #257).

Then I used the Support Conservation project space. I tried to get my 4th parner Zoo from the both the map bonus space AND from the conservation track bonus - I could't take either. ( Move #261).

Yes, you can see on it between moves 257 and 261 that partner zoo option is grayed out. I also included the screenshot.
