At least two issues with hotseat and games that use multiactive states:
1) There needs to be a button to click for the player to manually flip control between themselves and the hotseats (like the "right arrow" link for flipping between test accounts in the studio). At minimum it must be there during multiactive states but probably it should be there always because there are other use cases (out-of-turn actions, etc.)
2) There's a bug where the hotseat doesn't take control when it should. In a multiactive state, the real player completes their turn and becomes inactive but the hotseat never takes control. See boardgamearena.com/bug?id=103261 -

Your bug has probably been fixed already, or was linked to a temporary failure of BGA service.
