At turn #153, my "Bookie with Ties to the Program" card did not activate when it should have. On the previous turn I had placed bets on both the Blue 1 and Blue 2 spots. The Blue die came up 1. So I won the bet on Blue 1, and then using the "Bookie" card, I should have also won for the adjusted bet on Blue 2. That didn't happen.

You can't modify the die to be both a 1 and a 2.
The die can either be a 1 or a 2. So the bet on 2 can win, or the bet on 1 can win. You don't get to win the 2 and THEN change it and win the 1.
So remind me (us) why this isn't that?
In my game (ongoing rn), I bet 4 on 2yellow on 4 on 5yellow. The next round, a 3 was rolled. With bookie, the roll should be adjusted to a 2 and I should get a cashout of 8EC and 4BB, if I'm intepreting the rules correctly. BGA only gave me 2EC and 1BB.
The could happen because each bet is checked sequentially against the die roll (which shouldn't happen, as outlined in this thread) or because bookie is programed with an automatic payout of 1x... which may be the Mr. Schwarz's intention, but is not currently reflected in the rules
