I was unable to click the card, including ? icon. Tooltip worked well.
Clicking the space just above the card prompted to play the card beneath Drilling & Mining Bans (not over it).

Checked the browser console, and div of Drilling & Mining Bans was regenerating infinitely:

Refreshing the window solved the problem.
