I am able to buy the card, however the cards allows me to place a nation cube on a village.
There are no more villages available (and all the options to select a nation are blanked out/not available). The only option that I have is to undo the action, I can not end my turn - It should be possible to buy the card and place no cube when there are no available villages

Out of curiosity, what did you misunderstand?
I got confused because the top bar writes something like:
"Please choose a village [some disabled buttons with influence flags], some other action buttons". I was in a small device (and I am no particularly skillfull with them) and I could not find a village (but there was one available).
If something similar to this bug shows up again, maybe an easy "fix" with "Please choose one of the X available villages" could help. Once I believe that was just me, so, never mind.
