It seems like the “Draw 5” rule card being played, is still considered as being “in hand” while it is being resolved and causing +3 cards to be drawn immediately.
It only goes to the discard afterwards, causing the hand card total to have incorrect +1 than what it really is.
I will investigate further later and try to fix this.
It was indeed not related to Inflation, it could only happen without that.
When a player would change the Draw Rule (increasing it), the extra cards would get drawn immediately.
So even before the "Draw X" card being played, was really getting discarded.
So if "10 cards in hand" goal was active, that could cause an incorrect victory with -1 card, because the "Draw X" rule card being played was incorrectly counted as still being in hand also.
