Even if the Mohole Area Tile is allowed to be placed at an ocean reserved space, it is not an ocean tile itself. I guess the current logic to check the ocean condition is by counting the placed ocean location. In my understanding, it's necessary to count the ocean tiles itself, not the occupied spaces.
