(Wentu's screenshot looks like the same problem I had, and I'm not sure his issue was cleared up, but mine was)
It's march 22nd now and after a CTRL+F5 I still see the problem:

I can't say if it ALWAYS happens but surely very often.
I have the same exact problem on Chrome 123.0.6312.58 (I usually use FF. this is the first time I open a Tikal game on Chrome)

On my iPhone it looks normal.
I don't know the code but what I see is that you are trying to use an INNER blue circle (tangent to the side of hexagonal tile) whose size is correct but you are aligning it as it should pass thorugh the CORNERS of the tile.
Vertically, the circles are OK. Horizontally, they must be shifted to the right by some quantity.
Don't take this as pure gold but from a few squibbles on a piece of paper I THINK you should move the blue circle to the right by ONE FOURTH of H, where H is the distance between the center and the corner of the hexagons.
But then... BUT THEN!!!... I was trying to check my calciulations on the real image and I tried to zoom into the image and...look! if I use the correct zoom (CTRL+mousewheel) for some zoom values the circles are PERFECT!! (or slightly too "topward", but anyways perfect to be playable)

Look at how my screen appears when I strongly zoom out with CTRL+mousewheel:

it seems the basic terrain and the forest are completely dissociated and the blue circles are correctly aligned with the tiles but not with the forest
Of course I never use such a strong zoom but it happens from time to time to zoom in or out and evidently this is enough to misalign stuff

I can reach this zoom by doing CTRL+0 (from what I understand, this should be equivalent to NO ZOOM) and then using the CTRL+Zoom for ONE Step

I tested different zoom level several times and the blue circles are always at the correct place
