Wakhan took a bonus move action from a court card, and moved a British army into a region where the Wakhan had tribes, but I did not.
I thought Wakhan skipped move actions when the player has no tribes on the map.
I don't believe there are any Wakhan variants which could explain this, but there could be. -

At move 17 she used Move with two moves. Her pragmatic loyalty was Afghan. She moved one army from Kabul to Transcaspia in which I had a single tribe - that seems correct. For the second move she moved an army from Punjab to Kabul in which she had the tribe/control. According to the Wakhan rules she only moves armies to adjacent regions containing an opponent’s tribes. That was not true for her second movement.
At move 27 she again took a two move action moving Afghan armies from Kandahar to Persia, and from Kabul to Kandahar. Both target regions held her own tribes.
