It proceeded normally at first. I planned to build 2 enclosure, 1 enclosure, kiosk, and pavilion. After trying many different things it was only allowing 3 of these to be built. Like: kiosk, pavilion, 1 enclosure. Or 2 enclosure, kiosk, pavilion. Before selecting the 3rd building it would still indicate that there was still 2-3 power remaining to use. After selecting the 3rd building and having 1-2 more power remaining, it automatically ended the action putting it in position 1 and asking to confirm the turn.
