The axis team had two full health infantry units in a cluster of 3 cities. I moved a full health infantry unit into the city and the game awarded the medal to the axis forces. The rules do not state that the axis are able to win this medal. They do state that it is a "majority" medal. I believe after I moved my units into the other city, the game tested to see who had the majority, found the axis had majority, and gave the medal to whomever had majority.
