I had just made an incorrect prediction. The only group-access power card was exile, which can only be used after a correct prediction. The system did catch this and reject the attempt when I clicked that card, but it should not have given me the prompt in the first place.

I'm going to mark this as a suggestion, because while it's not unexpected behavior, I think that we could certainly make the gameplay experience nicer if we were a bit more clever.
