The "remove unplaceable calpulli tokens" isn't being followed. I know it's under the "second age" part, but it also applies to the first age.
We've placed all the canals, so there's no way additional districts can be founded. And at least one player has placed all monuments (in fact, two of us have).
Rules quote: If all players agree that an available calpulli token can no longer be used to found a district, immediately remove that token from play. This is possible (for example) when (1) there are not enough canal tiles availableto carve out a district of the appropriate size or (2) there is no longer a large enough land area ot carve out a district of the appropriate size."

Separately, there's only one 3-space area; one of the 3-valued calpulli tokens should have been removed already.
Yes, you are right, the automatic removal of calpullis is not considering the case where there is no space for it with the Pilli Mexica in the District, I need to fix it. In the meantime I've uploaded a release that shows the "Propose Calpulli removal" button at any time while there are less than 5 canals left in the supply.
And thanks for reviewing Mexica!
I see you finished the game, I suppose you manage to do it. There is an automatic removal when you have less than 5 canals to place. It's not done in any case to avoid the computational cost.
