Report history
Fighter, Ranger, Wizard – After you do a quest of the indicated hero type,
you may pay 1 coin to draw a treasure of the indicated color. You get this
bonus whether you started or finished the quest, but only once per quest.
The King's Guild #61607796, move #39: Pompkin crafts the Shield from Sail to Bloodsand Beach. He started the quest, but he had not the Ranger in play.
Move #115: Pumpkin puts Ranger in his guild.
Move #193: biszibosz crafts the Jeweled Vest from Sail to Bloodsand Beach and finishes that quest. Pumpkin gets the Quest card, but he has not finished the quest. Therefore, the Ranger's effect is not triggered.
Start a quest = Craft the first object.
Finish a quest = Craft the only object or craft the second object.
Conclusion: there is no bug.
You can always ask the game designer or publisher as we seem to be at a disagreement about the rules.
Another evidence is the game balance. As it is now the fighter ranger and wizard seldom get bought because they are underpowered by about 1-2 activations or 2-4 points which if you already have sigils on quests can be guaranteed payout if you put some effort into it. Note that as treasures are not paid out when you get the cards in the end of the game they will not activate then.
I checked this with the designer, and it should really be after you gain treasure.
The only real difference is in situation when you craft 2 item quest and you do not have F/R/W yet, than you hire one of those and somebody else finishes the quest - you dont get a chance to use F/R/W.
As I dont have much time those days and it is not my priority (and the change is not easy fix), I will fix this sometimes in the future, but no guarantee it will be in coming months...

1) For the rest of the game when crafting the first item on 2-item quests, you get the treasure you deserve earlier (i.e. immediately) rather than having to wait until the other half is complete. This is usually an advantage because you have more time to plan around and use that treasure.
2) If you do the first half of a 2-item quest that is never finished by end of game, you still get an activation.
As for their overall value, I think they're pretty balanced (both in current implementation and in official rules). If you activate even twice (which is usually easy), it was usually an acceptable purchase at the usual coin-to-vp conversion rates. If you activate three or more times (which is often harder, but I've done it several times), it can be a quite good purchase.
