I've had multiple games with true ties, but this doesn't work well for tournaments, presumably deferring to the higher-rated player. (I would argue it should be the reverse; if a high-rated player ties a lower rated person, they've underperformed and don't deserve the win)
My suggestion is to implement additional tiebreakers, such as more 1st place goal finishes, etc. to prevent true ties, especially for tournament play. -
