According to the rules, movement is simultaneous, we need to add something to the game code that makes whoever moves away move first to avoid this bug.
From what I saw in the other bugs, the charge should move 2 if the other player didn't choose charge and it is 3 or less away, in this case it only moves one. -

Movement is always handled in the following order:
1. Heaven Stance + Charge
2. Heaven Stance + Approach/Retreat
3. Earth Stance + Charge
4. Earth Stance + Approach/Retreat
The situation described in the bug involves numbers 1 (bug reporter's card) and 4 (other), so they were resolved in that order.
