Report history
It did let me place factory once all spots had a factory on them.
Railroads: German, Industry: Asia (One Shared Track)
I was the green player, using mobile.
I sent 1 worker to place factory#2 over the "1 wooden, 1 industry" spot and received the error "This move is not authorized". Despite this, if you keep clicking to place the factory, eventually it is allowed to go through.
I was able to reproduce it here: boardgamearena.com/9/ultimaterailroads?table=740942100 (first action, place factory).
Note, it seems to be specific to mobile (I had no problem on desktop, but on mobile I randomly got the error). I suspect this may have to do with mobile click detection maybe overlapping with something that is not allowed.
