It happened when Itars built a mine in the top right corner. In the neighbourhood I (grey) had a laboratory on a green planet and a trading station on a grey planet. I also had my Planetary Institute so the trade station's power value was 3. Therefore I should have had the option to gain 3 power for 2 victory points. Instead, the game offered me 2 power for 1 vp. I had enough room in my power pool to receive 3.
I suspect that the game looks at the buildings first, considers the laboratory "bigger" than the trade station and then only checks whether the laboratory is on a grey planet, neglecting to check whether the trade station is affected by a Bescod Planetary Institute. -

Report history
It's not a PI issue, but there was an issue with the algorithm preferring Research Stations to Trading Posts, even if the Trading Posts were on black planets.
