In this situation:
1. The draw deck is empty so no cards can be drawn
2. It's my turn and there are currently N cards in play (e.g. if there are three 6s in the play area, then N=3)
3. Either of these is true
3A) There are N 7s in play and my hand has <= N cards (e.g. there are three 7s in the play area, and my hand has three or fewer cards in it)
3B) There are N cards in the play area, and I have < N cards in my hand (e.g. there are three 5s in the play area, and my hand has two or fewer cards in it)
In this situation, I should automatically pass. It's obvious that I don't have enough cards to beat the current cards in play (e.g. if I only have three cards in my hand, there is no way I can beat three 7s), and since the draw deck is empty I cannot draw any cards. -
