No matter the scale and zoom factor, it is not possible to see the full contents of the discard pile.
There are multiple ways to tackle this.
One (overkill) way is to do what GWT does with a popup screen with tabs where you can see cards in discard, objectives with an indication of how many 'items' you have of each type required by the objects, see cards in the draw pile (which you cannot do live but here it works as you don't have to reshuffle afteward) etc...
It could, of course, be simpler : just a popup with all the cards in small.
Short of something like that, the discard pile should be closer to the hand and the splaying should be just enough to see what each card is.
