When I hit "pass", the underbutler should have been highlighted and placed on Butler's room — AS HAPPENS IN WHEN USING THE OTHER EXPANSIONS.

Nothing. NO option to draft servants was available; the underbutler did not behave as a butler even in a situation where the rules allow it.

For hiring you should be able to select the butler room and then override the automatic selection by clicking on the butler in the butler room and then selecting the underbutler.
Can provide screenshots if needed.
