Report history
Game with sylvesters. Same bug appeared. With remaining stacks 3, 4:41 pm time stamp, he takes the Red plaza-blue district-quarry tile and completes a circle of 6 blue districts surrounding a blue plaza (not a district or quarry). This should not fulfill the Housing card since the white hexagon is defined as "Any District or Quarry". However, he then plays a bonus mini-tile (Purple temple plaza) from the Housing card.
Image attached shows the position just after the Housing bonus (Purple temple plaza) was placed over one of the 6 surrounding blue districts.

If you look at the final situation, you can clearly see the ring of 6 blue around a plaza in JC38's city. And also that he did receive the minitile bonus to complete his statue. Didn't change outcome.
