A popup windows appeared with:
- countries that could have a faction marker placed.
- countries to activate as they already had an Axis faction marker.
There was no option to remove the 1 Allied faction marker in Italy.
The allies then placed a second Pro-Western marker in Italy, so there was now 2.
One turn later, Axis luckily drew political success again, and this time three lists were shown in the popup.

Report history
Italy is not listed as a country for the axis to remove a faction marker from if there is one Allied marker in Italy.
Italy is listed however when there are 2 allied markers in Italy (see screenshot).

If Axis manage to get another political success, I can confirm if the behaviour is there again (as Italy is now back to 1 pro-western faction marker)
