If you would have had a free space in your reserve, you could have placed it there, fulfil it and then place it on the purple wax seal spot by paying 3 coins.
Since your reserve was already full, you had to pay the 3 coins to place it before being able to fulfil it which now you couldn't anymore since you only had 11 coins left.
