In this game, you're Phobolog keeping 5 cards: 23 - 5x3= 8 cash remaining
From this 8 cash, you planned to play Galilean Mining (-5 cash) AND Business Empire (-6 cash) so, in fact, you DID NOT have enough money for your second Prelude. The game correctly discarded it and gave you 15 MC.
Same thing for pagogo3: He chooses Phobolog and 7 cards = 2 MC remaining and wants to play Business Empire (for -6 MC). How is that supposed to work?
