I reached my terminal and the game ended instantly. However, another player who had reached their second building but not their final terminal was also counted as being tied for first. I think what happened was that when the game ended it only counted how many of their buildings each player had reached, and not whether they reached their second terminal, which I don't think is what was intended.
This may be related to the changes that were made to fix boardgamearena.com/bug?id=164395; our game was in progress when those changes were made, so this might not happen in new games. -
