I cannot issue an undo after I placed a catastrophe and then tried to join two Kingdoms.

I did not proceed with the war, undoing the joining tile.
Normally I can undo again and revert the catastrophe, but it seems like I'm this instance I cannot.

I normally can undo a catastrophe, and cannot undo AFTER a war has been resolved, but I'm this instance, it seems the game thinks a war occurred and therefore I cannot undo the catastrophe.

Yes, I don't know what move number but the time stamp for my moves is 12:12pm CDT, where I had catastrophe followed by war attempt, after miscalculating and trying to back out of the war, I could not then undo my catastrophe, so I tried a few other things to see if the UI would present me an undo button but it did not.
