Right now the left action bar creates confusion about scrolling, makes it easy to forget extra actions left, has display issues with duplicate labels, have scaling issues and prevent clicking on the "How to play" when its my turn.
Most (all?) other BGA games put actions at the top and my suggestion is to do the same here.
See e.g., Ark Nova or Draft and Write Records for examples of action bars that can have chained combos that can resolve in any order.
The action can still be shown as symbols. If you think there's risk of running out of space, it'd be possible to put fast actions or 1x actions under another menu (see Agricola/Caverna's food and other conversion for an example).
For 1x action, it could be the name of the card.
You can still have a separator in the top bar if that's preferred. -
