Fulfill a solo goal

I saw that I could fulfill the goal, but it was in the wrong spot to complete the game
I used the once per game switch two goals in the same row card
After the goals switched it didn't give me the option to fulfill that goal anymore

I saw that I could fulfill the goal, but it was in the wrong spot to complete the game
