On the Kazan map, there is a "Connect 2 cities and 2 ruin spaces with an unbroken chain of explorers or explorers and villages.". I connected as such, but was not awarded the goal. My opponent indicated this happened to them before, because it was connected via a tower (as mine was in this instance)
How ever that space should be explored and counted, as per designers comment here: boardgamegeek.com/thread/3254834/article/43860955#43860955 -
