During the "use your people" stage, the ability to "pass" at this stage should have a second warning - during longer games or after another short action is taken, to have a warning that "by passing, you will not be able to obtain your resources, take your card, or build your hut if you continue to pass - are you sure?" would add the context to what is being passed. We've often passed our turns by accident (you can see where it happened in our game) because it's so similar to passing when you're placing your people. Thanks!

Report history
For your information, there is no way to pass when you are placing people. You must place at least one each time it's your turn to place some (as long as you have people left, if no people left your turn is automatically skipped). So it is never similar.
The message is saying "Are you sure you want to dismiss ${nbr} placed people?" I think it's clear enough you are going to cancel people placed on the board game.
