When playing Colonize role, the additional colonize boost on my garden planet was not added as a 3rd card to the planet I was attempting to colonize in turn #99. It only gave me 2 of 3 when building the role (header) and only 2 when playing the role out (icons on planet card).

Using #98621657 for example you should be able to settle Spielbany VI with only 3 icons on it (was 4).
And you did settle on Spielbany VI with only 3 icons, that is where the icon on New Texas come to effect.

The effect of the colonize icon on a planet is to reduce further settle requirement not to give extra role card.
if you have 2 symbols showning, you should be able to settle planet with 3 settle requirement with only one colony.
If it does not let you its a bug.
