I think that having a bunch of buttons at the top is okay, but I think that having more clickable elements on the card would improve the interface a lot.
Some specific suggestions:
(1) Clicking on an exposed resource on a card repairs that resource (if the player has the corresponding card in their hand).
(2) Clicking on the room description actives that room action (if the rules allow it).
(3) Clicking on the three resources in the top left corner of the card diverts (if the rules allow it).
(4) Clicking on an adjacent room causes the player to move to that room. -
