Having an undo button is a great help on BGA and makes perfect sense in a game like this where no information is revealed until between turns.
Unfortunately, I've had a lot of trouble with the undo button in this game. It only appears after some actions and when I've used it, it will only step back a single action (as opposed to being able to undo an entire turn). In my opinion, it should be available after every action and at the end of a turn before confirming! -

Report history
The game would save the game situation when a turn starts and until the moment where the player has to draw treasure cards the "reset turn" button would allow to go back to that situation (as long as the player doesn't click on the "finish turn" button). As soon as the player finishes their turn and treasure cards are drawn, no longer the "reset turn" can be used (until the start of the next player's turn).
I agree with the suggestion to get rid of Undo, and replace it with Restart Turn, as is done in Pandemic. With only three actions (plus some specials), it's not a great burden on the user if there's no finer quantization supported.
Latest instance: Table #525859455, Move #119
On first action, piloted to wrong space. Only available buttons (even after refreshing) are Shore Up, End Turn, and Play Special.
