The same is probably true for the tunneling ability of the Gnomes.
In the TM FAQ on BGG, it is mentioned that you can only use Tunneling or Carpet Flight "when needed".
If you can reach the hexes with shipping, Tunneling or Carpet Flight is "not needed", hence the current behaviour.
@Helge @Bastian, has there been a rule choice specifically on this? (I don't remember having read it in the rules; if it must be made possible, it's not something really easy to code...)
Regarding implementation, without seeing the code, would it not be possible to set shipping temporarily to 0 as the first thing after someone click on the carpet flight or tunnel action, then do whatever you normaly do when this action is performed, and afterwards set shipping back to what it was before?
As much as possible, propositions from the playtesting group had better be reported as suggestions (not bugs) in order not to mix them with actual bugs.
This wasn't allowed at first, but we informed Helge that we played with the choice to ship or use ability on Tabletop Simulator. We said that not spending resources for VP would punish the ability. I confirm that Helge agreed that we can choose between using the tunnel/fly ability or using shipping.
I think that clicking the box for the ability should get a light green tint when activated so you know it's on or off.
Regarding the BGG TM FAQ, you can't tunnel or fly to a directly adjacent hex. Bridges are supposed to make 2 hexes directly adjacent.

If you have a carpet or tunnel ability and gain a 1, 2, or 3 spade action
Then ONLY 1 hex can use the ability and pay the 1p for 5vp or 1w for 3vp. Any number of the spades can be used on this hex and workers can be added to transform it more.
Any other additional spades in that action must be directly adjacent or reachable by shipping.
Build on JUST ONE of the 1, 2, or 3 hexes.
Sometimes another spade action will get chained together with the first action. If that happens then the carpet or tunnel ability can be used once again. You can also use this from the range of the new dwelling that was built in the previous spade action.
The Eschar, Gnome, and Navigator Factions need some rigorous testing using the F9 SH carpet ability.
Navigators should get 2vp if it uses a carpet to build on a coastal hex.
The articulation with shipping is a suggestion that will be discussed for a next batch of updates. So we have updated the status of this report to "suggestion".
Please help us in the future keep things ordered by reporting playtesting suggestions directly in the suggestion category rather than bugs :-)

You have the choice to use shipping OR tunnel/fly by spending the resources. In the lower left continent, the black player can't fly for vp and dig/build to the brown hex directly above because it is using the temp shipping.
I think that some are confused and think that shipping can be added to tunnel/fly or vice versa. That's not what we are talking about.
