In round 2, a Brewery was covered by a Sawmill and a Barracks. My opponent used the Sawmill to build the Appian Way wonder, then built the Brewery even though it was still beneath the Barracks.

Now it is my turn, but when I click on either of the two exposed cards, nothing happens -- I don't get the option to build or discard the card.
