I have never seen or heard of ending when a different stack is empty, as I have seen many games where Era 2 and era 3 START when the other era piles are empty.
It goes not make any sense that if you are active at building the game ends multiple turns early. -

Report history
The problem with the rule book is that it say "current stack" for two very different concepts. If I might annotate a quote from the rulebook:
"If there are not enough tiles in the current stack [that is, the stack of components corresponding to the belt you are currently filling] to fully refill a conveyor belt, remove remaining Clock counters in the current stack [that is, the stack of clock tokens that was being used in the Age you have just played] from the game, unlocking the next Age (and populating the corresponding belt). If the current stack [of clock tokens] is the Game End stack, then the game is now over."
The designer has also published an Infrequently Asked Questions document that is available on boardgamegeek: boardgamegeek.com/filepage/123828/steam-works-rules-details-and-frequently-asked-que
"If there are not enough tiles to refill any conveyor belt, that forces the current Age to end unless it’s only just begun ... If you were in Age I, remove all clock counters from the Age II lock and enter Age II. If you were in Age II, remove all clock counters from the Age III lock and enter Age III. If you were in Age III, the game is over."
