At the end of the game, ble and green each own 4 district and 2 swing counties. Thus according to rules, the winner shoiuld be the playr with the lowest number of votes for his color in dsitrict he won. In the game, If my calculations are correct, blue has 71 votes, and green has 60. So Green should have won.
