As the game is implemented, teammates are tied which mean one winning player will lose ELO points and one loser player with gains some ELO points.
For Arena game is even worst: the better your teammate the more point you will gain (because you will tie a stronger player).
In this table the "worst" team bronze+gold won against a better team : silver+elite. And I only won 2 arena points (that should be 4 points).
It's probably why there is only two elites players.
On BGA there is a correct way to implement it: (winner/loser):

Report history
reading the bug report you linked, it looks like this has already been implemented BGA-wide. If it still doesn't work properly it'd be better to address this in the aformentioned report. Please clarify!

For Kami in 2v2 it should be winner/winner/loser/loser instead of 1/1/3/3. But it would still not solve the main issue.
