The game allows assigning meeples to a building even though the player doesn't have enough coins to pay for the building's action. Which is OK by the rules - the meeple is put on the building, and the action is forfeit.
But the game should at least notify the player about this, and let them reconsider, because this is a very rare use case in the game. Maybe once in every 100 turns there will be a need to only block a building so that an opponent wouldn't have access to it. But the other 99 times the player would want to actually take the action. -
