On placing a 1 point wall next to a neutral palace, the watcher tile was not 'given' to the neutral player (taken away from a real player.) But this worked fine when the 4 point wall was built and the tile was given to the neutral player.
Rules: "If a player has a palace bordering a city wall space with a wall coponent, and any player rebuilds this wall at a later point in time so that it borders this palace, the owner of the palace also receives the corresponding tower tile." -

Report history
the palace was already connected to a wall linked to the "1" tower, so it is normal, the tile is only awarded once a palace is connected to a wall for the FIRST time only.
