Report history
This makes Johannesburg be drawn twice and cause multiple outbreaks.
(In the replay up to 5 cubes can be seen moving around several cities, but that's another problem)
If the Johannesburg Infection card comes from the bottom of the Infection deck, it is normal that it can be drawed again after the intensifying phase of an epidemic.
What is abnormal is that there are only 2 cubes on Johannesburg at move # 61, immediately after an outbreak which occurred in this city. Also, the indicated infection rate on the board is both 2 and 3 at move #61.
So I vote that the bugs I just reported be fixed.
How can we verify things if replay shows something completely different?

Then discarded Infection cards, including this previous one, are reshuffled.
So you can draw this card later.
Not a bug, maybe not lucky, but not a bug
