And it is still not a bug ;)
Indeed, Party Snacks goal is also affected by Inflation so you need at least 2 food keepers.
Actually, you even get a reminder about this with (+1 Inflation) added in the Goals section as soon as any active goal is affected by Inflation.
Remember also "5 Keepers" and "10 cards in hand" get inflated!
When Inflation rule is active (as it was also for your case), all cards with numbers on them must be read as +1.
So that means also the "any 1" snack on this goal card actually becomes "any 2", so you need The Party + any 2 snacks to win (unless Inflation gets removed while this goal is active).
