I see that is an option- it should be ON be default
Maybe an extra confirmation step when you build a rail in the following cases:
- the rail does not connect to any previous rail or city
- the rail is next to a city but it does not connect to the city and at least one of the new rail end points is not connected to a previous rail, city or town
- the rail is next to a loose end rail but it does not connect to it and at least one of the new rail end points is not connected to a previous rail, city or town
