I'm not sure but this could be due to how the Metahuman tech shows 2 actions from the board view when it really only has one action? (screenshot)

I would like to note that the player did also have a private tech (Deep Space Megastructures) as well but it should not have been counted.

My guess is that one of those two things counted towards the achievement
