In the forms for the mini-expansion #2, he clarifies that he recommends removing the cards from every game of AFFO regardless of which expansions you are using. boardgamegeek.com/thread/2302601/article/33277040#33277040
In my opinion, the deck for AFFO is so big, no casual player will notice the removal of these cards, while anyone who cares about playing competitively will enjoy not having to face them.
But I'd agree that it would be a good thing to be able to optionally remove the banned or non-recommended occupations from games on BGA.
