Heralds can play it's civic ability on "when played" card only. When they played it on espionage, espionage copies whole card, including "this era" and "when played" limitations which should apply by triggering tapestry from Heralds. In this game, heralds copied an espionage card and used it to copy "this era" card, which effects lasted whole game. As for rules, espionage states that it copies whole card, and by proxy herald couldn't use espionage to bypass the rule for it's civilisation ability.
