In bug #59647, OutOfHabit mentioned that, regarding the fact that toggle buttons were related to the action cards above them: "nobody in the game I’m playing was able to figure that one out, so maybe a new idea to indicate this would be helpful. Maybe something like how it is done in King Of Tokyo, where if you have an ability card that applies, you are asked if you want to use that specific action (at the time it applies.)
And for always-active cards, it seems you don’t need an indicator." -
