Attempted to build a fence by clicking on the relevant spot on the map, but was interrupted by a red error message (something like 'action in progress'). Fence did not build, but UI no longer allowed me to select a fence location. I had to pass on fence building and restart my turn to get the "build fence" selection UI to come up again.

Same issue also happened when building a park when interrupted by the same error message, though with the park I was able to use the "build park" button above the map instead.
