In this case, Red should be responsible for the incomplete route, and get -6 points (or orange & blue get +6 points in BGA adaptation).
However, the game thinks both Red & Orange are responsible, and have both Red & Orange have -6 points (only blue gets +6 points).
This does not follow the rules.

The blue player should not score anything, but scoring 6 points is equivalent to removing 6 points from each of the other players. I suppose this is a peculiarity of the implementation of Metromania on BGA.
As your report does not concern this peculiarity, but claims that the orange player should score 6 points, I would say that not only is it contrary to the rule, but on the form you do not even quote the rule point that you claim to apply, and it makes you wonder if you’ve read the rule.
Not a bug.
Quote from rule book:
"- If the destination marker was never placed on the board,
the guilty party is the player who didn't place the marker.
- If the marker was placed but nobody put a station touching
it, the guilty party is the player who placed the destination.
- If the markers were both placed, but no route exists
between the two, both players who placed the markers
are guilty."
Note the first rule, "the guilty party is the player who didn't place the marker".
This should take precedent over the second rule, but in the BGA implementation, it doesn't.
This is a bug / wrong implementation of the rule.
Your bug has probably been fixed already, or was linked to a temporary failure of BGA service.
In any case, when filling a bug report, make sure to have an explicit title linked to the incident (ex: with error message), so other players can recognize it and vote for it.
